Bulgaria is transitioning from the traditional waste collection fee calculation model (where the amount was often tied to the property's tax assessment) to the "polluter pays" principle - that is, accounting for how much waste a home or family actually generates. This is a large-scale reform that has been discussed for several years and is expected to begin practical implementation in 2025–2026.

Why is the calculation changing? European regulations and the national waste reduction strategy require incentivizing separate collection and recycling, rather than paying based on "living area." The recalculation should make tariffs more "fair" and encourage less waste generation and more responsible waste management, notes the European Environment Agency. However, the reform is accompanied by methodological and technical difficulties: from volume accounting to installing equipment for fractional sorting.

What Exactly Is Changing

  • Calculation basis - from a property base (tax assessment) to accounting for the quantity/volume of household waste, as well as other criteria (number of residents, container volume, use of "smart" containers with actual unloading records).
  • Role of municipalities - each municipality will adopt local methodologies and rules for introducing the new system (as well as implementation timelines) taking into account their own logistics and contracts with operators.
  • Transition period and discussion - the law has been repeatedly adjusted and discussion deadlines postponed; deputies and mayors warned of possible tariff spikes in some municipalities and called for smoother implementation. This means: in some municipalities, the rules may come into effect later or with pilot project elements.

Risks and Consequences for Property Owners

  • Payment increases in certain localities. In municipalities with poor logistics and expensive disposal, recycling may become more expensive, and part of the burden will fall on residents. This is why some municipalities forecast a significant increase in waste fee revenues.
  • Revised rules for landlords and tourist properties. For short-term rentals, it is important to understand how the municipality will account for tourist flows (number of guests vs. permanent residents) - this will directly affect the economics of seasonal rentals.
  • Requirements for accounting and technical equipment. Many municipalities are expected to start implementing "smart" bins with sensors and electronic declarations of waste quantities - this will create additional administrative burden (and expenses) for management companies.

January 1, 2026 is the target date, but individual municipalities may introduce the system later or in pilot mode; this depends on infrastructure readiness and local council decisions.

The waste fee reform is a logical continuation of European policy on waste reduction and implementation of the "polluter pays" principle. For owners, this means: careful budget planning, the need to interact with the management company and municipality, and the opportunity to reduce costs through sorting and reducing the volume of generated waste.
